Highlights of the Conference：

The International Association of Judges (IAJ), founded in 1953 in Salzburg, Austria, is a professional and non-political international organization. Its members consist of groups of judges from various countries, all of whom have been approved for membership by the Central Council. Its primary objectives are to uphold judicial independence as a fundamental requirement of the judicial function and to ensure human rights and freedoms. The IAJ holds consultative status with the United Nations Economic and Social Council. Currently, the President of the IAJ is Mr. Tony Pagone from Australia, and the Secretariat is located in Rome, with Mr. Giacomo Oberto from Italy serving as the Secretary-General.

The IAJ currently has ninety-two member countries, divided into four levels based on their annual membership fees, which determine the number of representatives they can send to the annual meetings (details to follow). The IAJ is also divided into four regional groups: the European Group, consisting of forty-four member countries; the Iberoamerican Group, consisting of nineteen member countries; the African Group, consisting of nineteen member countries; and the Asian, North America, and Oceania Regional Group (A.N.A.O), consisting of fourteen member countries. Some member countries belong to multiple regional groups, resulting in a total number of member countries in the four regional groups exceeding the overall total.

The Judges Association of Republic of China (Taiwan) applied for membership in 1995 and initially participated in the 38th annual meeting as an “observer." It was subsequently approved as a full member country. Currently, it is a first-level member country of the IAJ and one of the very few international organizations that allow membership under the name of the Republic of China (R.O.C.). The hosting country for the IAJ annual meeting is decided through applications from member countries and approval by the Central Council. Taiwan has hosted the annual meeting in Taipei since 1999, promoting active participation of Taiwanese judges in international conferences and enhancing the visibility of Taiwan in the international community. Therefore, a proposal has been made to host the 65th International Annual Meeting in 2023.
