The Asian Civil Engineering Coordinating
Council (ACECC) was founded in 1999 to coordinate the activities of
ACECC member societies through the efforts of various technical
committees and the organization of the Civil Engineering Conference
in the Asian Region(CECAR). The previous CECARs were successfully
held in Manila (1998), Tokyo(2001), and Seoul(2004). The CECAR is
becoming the most important conference to discuss civil engineering
technology needs, issues, and practices to meet the challenge of
21st century in the Asian region. The 4th CECAR is to be held in
Taipei, Taiwan during June 25-28, 2007. As the Chair of the
Executive Committee of ACECC, I sincerely invite you to participate
in this great conference.
The main theme of 4th CECAR is "Working toward Asian
Sustainability". In ACECC, the first objective listed in the
Constitution is to promote and advance the science and practice of
Civil Engineering and related professions for sustainable
developments in Asian regions. In ACECC Constitution, it also
conveys the role of civil engineers as not only working on
infrastructural construction and management, but also in the
preservation of the precious environment and natural disaster
prevention. We recognize that the world is facing the rapid changes
of world climate, the limited of natural resources, and high
frequency of natural disasters recently. Civil Engineers deem to
play more active role in implementing sustainable development
actions and endeavor themselves to create a safe, healthy,
comfortable, and sustainable living environment and to build a
pleasant world in harmonious with the nature. The 4th CECAR will
provide the platform for discussions and make contributions to the
whole world through your contribution.

Invitation to the 4th CECAR |

On behalf of the Local Organizing
Committee of the 4th CECAR, welcome to Taipei! The Department of Civil
Engineering of National Taiwan University is pleased to host this
4th Civil Engineering Conference in the Asian Region (4th CECAR). As
many of you know, this is the fourth conference in the series. The
triennially held CECAR is the main activity of ACCEC, the Asian
Civil Engineering Coordinating Council. The first CECAR organized by
PICE in 1998, the second by JSCE in 2001, and the third by KSCE in
2004.
The major theme of this conference is ¡¥Working for Asian
Sustainability¡¨ to promote and advance the science and practice of
Civil Engineering and related professions for sustainable
developments in the Asian region. In addition to the Keynote
Lecture, eight special lectures, six parallel sessions and five
forums in seven technical tracks are to be presented. We hope you
will join the technical/cultural tour following the presentations to
explore Taipei, including the National Museum and Taipei 101, to the
cities of Taichung and Kaohsiung by our newly completed High Speed
Rail, or to Yi-Lan through the longest tunnel in Asia.
I look forward to a well-organized 4th CECAR and to meeting many
internationally respected civil engineers from different countries;
I also look forward to a fruitful international cooperation among
ACECC member societies and institutions trough the4thCECAR.
